Answers to some of your questions:

When should I arrive?

You should plan to arrive in Canada at least 15 days before the start of classes so you can complete your 14-day quarantine period before you attend classes. You should not arrive in Canada too early because the Canada Border Services Officer may consider your travel not essential and refuse you entry to Canada. We recommend you arrive after August 7.

If I am vaccinated, am I still required to complete the 14-day quarantine?

Yes, at this time, you are not excluded from quarantine, even if you have: been vaccinated for COVID-19, tested negative for COVID-19 or recovered from COVID-19

Should I get vaccinated before coming to Canada?

It is not required that you get vaccinated before travelling to Canada, but if you have the opportunity to get vaccinated, we highly recommend you do so to reduce the spread of COVID-19 and to reduce the risk of getting sick during your exchange.

If I had COVID-19, am I still required to complete the 14-day quarantine? 

Yes. All travellers need to quarantine on arrival to Canada. However, you would be exempt of the mandatory three-day hotel stopover if you have a molecular test proof to show you had a positive COVID-19 test taken between 14-90 days before travel.

I am a smoker.  Can I go outside to smoke during quarantine?

You can only use private outdoor spaces such as balconies or backyard. 

After 3-day mandatory stay in a government-authorized hotel, do I have to complete the remaining 11 days in the same city?

No, you can travel to your final destination to quarantine after you received a negative result on your arrival COVID-19 test.

Can I quarantine in the University’s on-campus accommodation?

Quarantine units are available for students who will be staying in on-campus accommodation for the full academic year (September – April).  Quarantine is required for 14 days, and the 3 days in the government-authorized hotel are not included.  This is still in discussion.

What is the study permit processing time?

Processing times vary by country. You should apply as soon as possible to avoid delays. You can check processing times on the IRCC website. However, the times posted currently may not be accurate, due to service interruptions caused by the pandemic.
