The phases and sub-stages of the Project Development Process span three phases with four integral themes with their own broad tasks. Phases and sub-stages must (1) be complete, (2) have consensus and be approved by leadership in order to advance to a subsequent project delivery phase or stage.

Phase 1: Project Initiation

"Vision" - Preliminary Project Statement

"Strategize" - Key Parameters

Phase 2: Feasibility and Pre-Design

"Plan" - Inception Planning: Feasibility and Pre-Design

  • Functional Program

The first two phases and correlating sub-stage activities are administered by Campus Planning in a highly consultative process that includes a project sponsor, senior leadership representation, a stakeholder team and usually many task groups of 'experts' who participate as a Functional Program is assembled. These first two phases are the least costly to the project and permit dialogue and change of direction to occur with greatest flexibility. Construction is infinitely more finite and expensive to implement and is the 'proof' where an investment in good planning provides tangible value.

Phase 3: Implementation

"Execute" – Design

With the intention of creating a viable project, planning work advances a “Vision” and “Strategy" through to the “Plan” stage which the Project Management Office (PMO) can implement during Phase 3, the "Execute" stage (ie. procurement, design, tender and construction).
