Most of Craig MacMillan's high school classmates and teachers would likely not have envisioned him pursuing university, as he spent much of his time engaging in outdoor activities in the local foothills and mountains instead of studying.
However, since graduating high school in 1980, Craig attended Lethbridge College, earning a diploma in law enforcement, then an arts degree with great distinction from the University of Lethbridge, a master's in judicial administration from Brock University, law degree from Dalhousie Law School, and Ph. D in law from the University of British Columbia, being the first graduate from that program and police officer in Canada to attain a Ph. D. in law.
He joined the RCMP in 1986, working in a number of positions across Canada, including uniform, major crime, operations policy, hate crime, training branch, commercial crime, grievance adjudications, director and general counsel of defence services for members, special advisor on legislative reform, and director general of adjudicative services.
Recently he was appointed assistant commissioner as professional integrity officer for the RCMP. He also practised as a lawyer in both government and private practice in Vancouver.
He has published and presented on a variety of legal and operational policing subjects, and been an educator in the field of criminal justice ethics, holding positions at several universities and colleges.
He also worked for the Canadian Human Rights Commission, and Nova Scotia Police Commission, where he investigated allegations of misconduct involving municipal police. Most recently, he has been directly responsible for modernizing RCMP human resource practices.
Craig has been awarded the Queen's Golden Jubilee and Queen's Diamond Jubilee medals, and the International Association of Chiefs of Police Award in Human Rights.
Based on work with the United States Secret Service, Craig was selected to study several facets of policing in the U.S. under the U.S. Congress International Visitors Program. On 9/11 he was just a few minutes from a meeting at the Pentagon when the first plane struck that building.
Craig and his spouse Joanne live in Manotick (just outside Ottawa) with two children, Lindsey and Ewen. They recently purchased the original MacMillan farm in Lochiel, Ontario, first settled in 1793.
He recalls WCCHS provided a variety of practical learning experiences, and Don Thompson was a teacher who fostered his interest in social studies.
