July 4, 2008

At the June 26, 2008 meeting, the University of Lethbridge Board of Governors approved a motion that allows the University to begin construction this fall on a much-anticipated daycare facility.

The on-campus Day Care Centre is expected to have space for up to 54 children. The facility is to be constructed on University property adjacent to the Aperture Park townhome residences, where there is convenient pick-up and drop off space, room for a secure playground and for possible future expansion.

Construction is estimated to take one year, with the proposed opening in the fall of 2009. Tenders for the construction process are pending and must be finalized before a firm cost of construction can be released.

The University is in the process of concluding negotiations with an external provider that will operate the facility.

The name of the external provider will be announced once negotiations are complete.

This information follows a Board motion from February, 2008 which allowed University administrators to proceed with several items, including construction estimates, architectural drawings and other details.

PROJECT DESCRIPTION AND ADDITIONAL BACKGROUND INFORMATION

A Day Care Centre will address a need that has not been present on the U of L campus since 1992.

Multiple studies and surveys have been completed over the last few years all showing that there is a need for daycare not only within the University community but also throughout the City of Lethbridge.

The reports have shown that there is sufficient interest to support a childcare facility on campus.

The following reports/surveys have been completed and can be reviewed at http://www.uleth.ca/vpadmin/listDocs?type=10 or at http://people.uleth.ca/~dac/reports.htm

Many individuals from the University community have shown an interest in a daycare facility on campus. This facility will provide greater access to students, faculty and staff to child care services.

It will provide the University with an additional recruiting and retention tool for both undergraduate and graduate students and faculty and staff.

Recent surveys have shown that the need for childcare within the University community is many times that of a 54-space facility and that this facility could be filled with full-time equivalent spaces year round.

As a result of the various needs for childcare from the interested user groups, a University of Lethbridge Daycare Taskforce was established to document specifically two things:

- The common desires/needs for a University-established daycare;

- The level of financial commitment that various user groups would be willing to make toward the capital costs of a facility.

The daycare taskforce involved representatives from all employee, faculty and student groups. These individuals came together to create a Memorandum of Understanding (MOU), which can be found at this website:

http://www.uleth.ca/notice/display.html?b=300&s=10251

Through this MOU a set of core principles have been established, which all parties have agreed to, that describe the important aspects that should be included in the establishment of a University daycare.

PROJECT DESCRIPTION:

The proposed Day Care Centre is a one floor facility, 415 square metres, consisting of a large gross motor use space in the center and separate age group specific spaces along the outside walls.

Bathrooms and other key equipment have been strategically located so multiple spaces/age groups can access and use, thus keeping costs within budget.

The project will also consist of a fenced playground located at the rear of the building providing both a level of security and shelter from the elements for the children.

The facility is also being constructed to allow for future expansion if there is sufficient demand and it is financially feasible to expand.

PROJECT FUNDING:

The construction project will be funded from University contributions and contributions from the Students’ Union, Graduate Students and the Faculty Association.

The University has also recently received a $75,000 grant from Alberta Children and Youth Services from the Child Care Space Creation Innovation Fund. These funds can be used towards the capital expenditures of the new Day Care Centre.

Construction is estimated to take one year, with the proposed opening in the fall of 2009. Tenders for the construction process are pending and must be finalized before a firm cost of construction can be released.
