After being attacked at their home on the reservation, near present-day Kooskia, the Looking Glass and Palouse bands moved to the mouth of Cottonwood Creek, which is just across the river from the historic sign.

By July 7, the other three non-treaty bands had converged here: Joseph's Wallowa band, White Bird's Salmon River band, and Toohoolhoolzote's band from the country between the Snake and the Salmon rivers.

Whether the bands thought they were safe is not clear. In point of fact, they had arrived on the reservation. Technically they had followed through on their promise to General Howard to move onto the reservation.
