The first stage in getting a project approved through the IT Projects Committee (ITPC) is to submit a Business Case. The Business Case establishes the general value proposition of the requested project, and takes into consideration the expected costs, projected benefits, and scores the projects based on alignment with the University's overall strategic directions.
In order to build a successful Business Case that the ITPC can approve, some initial work needs to take place in terms of defining the business need, what the expected value is to solving the problem identified, and identifying the possible and preferred solutions.
